PROFILES of REQUIRED EXPERTISE

 

SUPPORT TO THE OFFICE OF THE NATIONAL AUTHORISING OFFICER (NAO)

For our European Development Fund (EDF) projects in African, Caribbean and Pacific Group of States (ACP), we are reinforcing our pool of high level short-term and long-term senior experts to support NAO offices in ACP countries.



Required Profile:

  • Master’s degree in one of the sectors hereafter listed;
  • At least 15 years similar expertise in support to NAO offices;
  • Proven expertise in capacity building / development (NAO training, coaching, study visits, communities of practice, etc.);
  • Change management certified;
  • More than 10 years working directly EDF projects and procedures;
  • Aid/donor coordination expertise;
  • Mastering all levels of the Project Cycle Management (project identification, project formulation, M&E, and project execution.)
  • Excellent level in English and French.




Expertise in at least two of the following:

  • Administration and Finance;
  • Communication and visibility on EU cooperation;
  • Human Resources Management;
  • Institutional and organisational audits;
  • Policy making.
